Julien Nocetti is a research fellow at the Paris-based think tank French Institute of International Relations (IFRI). His research mainly deals with internet policy in Russia, in both bottom-up (Russie: le web réinvente-t-il la politique?, Politique étrangère, 76:2, 2012) and top-down (Contest and conquest: Russia and global internet governance, International Affairs, 91:1, 2015) perspectives. He also dedicates research on the way digital technologies have renewed Russian information warfare theory and practice (“Guerre de l’information: le web russe dans le conflit en Ukraine”, Ifri, Focus stratégique, No. 62, Sept. 2015). Finally, he researches on the interaction between internet governance and international relations. He recently coordinated a dossier on global internet governance in the quarterly journal Politique étrangère (Internet: une gouvernance inachevée, winter 2014-2015), and regularly participates in international conferences and seminars on all these issues.
